Abstract
Günümüz toplumu hızlı bir değişim ve dönüşüm içerisindedir. Küreselleşen ve dijitalleşen bilgi toplumu bireylerin hayat boyu öğrenmelerini sürekli ve dinamik kılmaktadır. Bu durum esnek, modüler, kısa süreli öğrenmeler olan mikro yeterlilikleri öne çıkarmaktadır. Şeffaf ve kapsayıcı öğrenmeyi sağlayan, öğrenen merkezli ve beceri edinimine odaklanan mikro yeterlilikler, öğrenmelerin şeffaf değerlendirme ölçütleriyle değerlendirilerek belgelendirilmesidir. Mikro yeterlilik kavramının temel özelliklerini, yükseköğretim bağlamında eğitim ile ilişkisini ve mikro yeterliliklerin Avrupa ve Türkiye’deki güncel durumunu incelemeyi amaçlayan bu çalışma kavramsal bir çerçeve sunmaktadır. Derleme türü olan bu çalışma üç başlık altında yapılandırılmıştır: mikro yeterlilikler ve temel özellikleri, yükseköğretimde mikro yeterlilikler ve eğitim ile ilişkisi, Avrupa ve Türkiye’de mikro yeterliliklere ilişkin güncel durum olarak sıralanmaktadır. Bu yapı, konunun kuramsal boyutunun açıklığa kavuşturulmasına, yükseköğretimde mikro yeterliliklerin uygulanabilirliğine ve ulusal-uluslararası ölçekteki politika yönelimlerinin bütüncül biçimde değerlendirilmesine olanak sağlamaktadır.
Abstract
Today's society is undergoing rapid change and transformation. The globalizing and digitalizing information society makes lifelong learning continuous and dynamic for individuals. This situation highlights micro-credentials, which are flexible, modular, and short-term learning programs. Micro-credentials, which enable transparent and inclusive learning, are learner-centered, and focus on skill acquisition, and are documented through the assessment of learning using transparent assessment criteria. This study provides a conceptual framework that aims to examine the fundamental characteristics of the concept of micro-credentials, their relationship with education in the context of higher education, and the current status of micro-credentials in Europe and Türkiye. This review is structured under three headings: micro-credentials and their fundamental characteristics, micro-credentials, and their relationship with education in higher education, and the current status of micro-credentials in Europe and Türkiye. This structure allows for the clarification of the theoretical dimension, the applicability of micro-credentials in higher education, and a holistic assessment of national and international policy trends.
